Again, there are 9 players on the table, but I'm just showing the flop players, to avoid innecesary clutter. 
I would contibet here for several reasons:
a) You got two backdoor draws and two over cards. This continuation bet is more than a pure bluff
b) Betting the Flop will often cause your opponent to check the Turn. So you often get a free card to hit your draw (take a look to a) ). You are IP, this is a hugh advantage.
Edit: Oh, my comment was for full stacked short stack play. Push preflop!!
If I'm correct the pot on flop is almost twice as big as hero's remaining stack, so it's an easy push for me.
You just have 11 BB left. If you make a normal raise, you have to push any flop ('comitted'). A Preflop push has the advantage that you can win the pot (dead money) without showdown.
