I would check this back pre. But you've got an options to just jam it in and put him on the spot. His complete looks a lot like small pp's and middle cards.
As played, I don't you want to put in more chips then you already have with bottom pair. On the Turn called seem fine.
Looking at his play he probably had a Tx card or a draw like 9J?

Lets go through it street by street:

Flop's standard: we have a backdoor flushdraw and a pair. If we bet we get check/raised by draws yet we need to fold, there's a lot of turn cards that improve our equity (specifically diamonds), we cannot get villain to fold better on the flop or call with worse.

Turn's standard: we give our opponent a chance to bluff at the pot. Again we can fold out no better or get called by many worse hands with a raise. Once we check back the turn it's hard to get credit for a strong hand here.

River's standard: same idea as the turn.

Preflop's the closest spot. Against a fish this is an easy raise for value. Against a tight opponent who seems to play OK stats, this is a bit too loose I feel. When he limps preflop I feel he's too often limp/reraising all-in for us to raise this hand, especially because it's the bubble and we can't raise/call the hand.

I wouldn't mind raising a hand like A6o with the intention of raise/folding, but A8o is a bit too good to take this line with.
