I think the right move is to just fold vs him, also he makes this weird size.

Preflop: What sample size do you have on villain?
We are BTN vs BB and you just min raised so his range is pretty wide. The 3-bet is just 9 BB so I wouldn't say it's a weird size (maybe a bit bigger than you'd expect but he's OOP).
SO I think we have at least a call.
I definitely think that 4-bet/calling vs someone like him is too loose unless he opened his 3-bet range all of a sudden.
Calling to keep his range as wide as possible is best imo.
