Villain is an extreme calling station, so a raise would just swell the pot. I think your c/c line is the best option, especially considering his small turn bet.

Edit: I'm having second thoughts about this hand. Among the hands he would bet on the flop, you only beat pocket 2s, 4s, 5s and 6s or some weird A7, K7 hand, but it's unlikely that a calling station 2nd barrels. I'm really interested in a judge's opinion whether you made a good call on the river.

Never raise for information.
If you´re raising then you do it because you think that you have the best hand, he bet small on the flop and you don´t want to see overcards.
I´d call flop/turn/river.
If he has me beat, then I´ll loose minimum.
If he is bluffing then raising doesn´t accomplish anything. He´ll call with better hands and fold worse hands.
