With that 46vpip hands like QT, 8T and As/Xs are very well within his range, so i would bet more on the flop, ~2$.
I would also lead the turn ~5.5$, since at NL25 people often chase flushes/straights all the way to the river, and you sometimes get calls even from underpairs or 9x. A c/r is not needed, as you want to get value out of worse hands, not scare them away, and a J would never fold here.
The 7 on the river completes one of the straight draws, but there are still many other hands he could have. I would check to give him a shot at the pot with a busted FD/straight draw and call any reasonable bet(1/2-3/4 potsize). Unless he's a total fish i doubt he'll call another bet with a 9 or underpair.

Nah I'd bet turn again, he could have easily a draw or a 9x which would call.

I dont like your c/r. If he is holding a flush or a straight draw, he takes a freecard. But i think he would call all his draws again, if you lead the turn.

Like Zenith wrote - you are not getting any value out of worse hands.
