Is it only you who can see, where everyone else is tracked or can that person look it up for himself? Would be interesting to know, if there are more question of this kind.

It all depends on what community you signed up through and what language he e.g. took the quiz in. If a player took the quiz in English, automatically lands on the English page when he logs in, and has always used the English site, then chances are he is also tracked over it.
The easiest way to look at it is to see what E-mail you got the newsletter in. If it was English, then you are in the right place

Its hard to find an optimal time during a weekday for a community spread out all over the world 
I took this time to make sure on the one hand that European people that work / go to school are already home, and on the other hand the Americans are already awake
