it is a multi-way pot and you only have 1 pair with a weak kicker. you should not be playing a big pot here. So you can either bet/fold flop or c/c and evaluate the turn depending on who bet and what the turn is. c/r is not a good line imo, your hand is too weak.

i believe we must raise this hand preflop given the read we have in this hand.

we have position on fish.
it is insanly +EV to get to spot where we can play headsup spot deep vs weak player in position with initiative.
given reg is activly openning hands on CO and hero have tight image since he doesnt 3bet in these spots often> reg will often fold and give us opportunity to use our edge vs fish,
