Preflop: I think that raising here to isolate UTG limper is fine.

Flop: I think that calling here is fine, given that BB is likely to call as well.

Turn: I think that betting here is fine to get value from worse. I maybe could have bet a bit bigger, since I think he could have called a bigger bet with his 9x, overpairs, 2 pair, or flush draws.

River: I think that trying to put him all in is fine.

Preflop: looks fine

Postflop: you are calling to hit your 2 outs or why is it fine if BB tags along? You still get poor pot odds to chase a 4% outer.

As played I'd bet turn bigger there and then bet river big./=

Hmmm. Yeah. I guess that doesn't really make sense.

Do you think I can raise the flop for value? Or would you prefer a fold, given that I don't have any reads on UTG?

I think that both folding and raising are better than calling.

Since we have absolute position I think raising there is actually not terrible and you can always take a free card on the turn.
