If you regularly open-shove marginal hands in this spot then doing it with a premium hand from time to time has to be OK. Whether shoving or raising is better depends largely upon how well you and your opponents play.

You must not shove here. If you had AA you will not shove.
Don't make your game easy to read.
And this CO guy is a shorty that limps from LP with one limper ahead.
So IP you can get more value.
I thing even with 3 limpers you must only raise. If you are on the SB with TT and you have limpers then consider to shove.

According to SSS you raise here should be 0.60c and that is not half or more of you stack... so I'd stick with 0.60c and wait for flop for further actions

Standard raise is fine IP vs 2. With a 17BB stack against 3 limpers a standard raise tends to pot-commit us anyway, and vs 2+callers this often looks ugly for TT. I would push vs 3 limps (unknowns) or vs 2+ in the blinds. At lower limits in the blinds you can play 66 like a TT? I have nothing to really back this up, other than my own experience.

since you are ip i would prefer a raise.
