Would be nice if you give us more info about the BB player like stats or reads?
Without this I’m most likely pushing on SB, because K3o is a hand that played bad post-flop and your playing out of position with only 19bb left.

the push with 20bb is way too loose and not is not a good play.
you can def. steal with Khigh from the SB cbet is standard and after he pushes you have to fold . so absolutely ok.

however, its always good if you have some stats and know why you are stealing.
if a player is tight enough vs the steal from the sb you can steal any 2.

We can profitably shove Kx pre 19 deep. With reads a bet/fold may be better though. I don't mind a bet on the flop, turning weak value into a bluff essentially as it's hard to ch/call down with bottom pair. I don't mind a ch/call, eval. turn line either though. As played I think a barrel ott is reasonable, if I do it I'd go larger though, say 15k
