I think the scenario below is a good indication how wide the CO will shove and is most likely even wider:

Hmm. If we just call I guess we don't going ALL IN pre flop s on the flop we betting 48 chips into 94.896 or it doesn't matter and we can just push here.
I will choose second option.
I am asking because from time to time I see players have 5BB and they not push but raising 4BB with 1 BB behind which form me is crazy play? Should I always just pushing this shallow or just follow math and react on the flop depend of the board and odds?

You’re committed anyway. So I would make my decision always pre-flop if someone raised with less than 10bb and you’re last to act.

That's normally a player trying to get more fold equity or to make it harder for callers to work out pot odds. So it's usually a range at least as wide as Nash pushing range
