I guess sample size is small but if he played 10 hands out of 10 he is very likely a huge whale.
As he seems to play every hand we can't really narrow down his range preflop, he can have any-two random cards.
After calling down 2 streets obviously sometimes he'll have sets, trips or straights but that's a really small part of his preflop range. 90% of times he'll show up with a random 7 or 88. Also notice how after the river we now beat any two-pair combos he had on the flop so actually the river is favorable for us.
Not betting the river is a huge loss of value, I'd always bet in this spot against this opponent type and bet rather big. Also most likely calling off a shove since he'll so often overestimate his K7o or 88.
Vs fish I think we could make it even bigger on the flop and turn (close to pot) and I don't see this card changes much, so I would bet the river and if the passive player decides to raise, we usually have to fold.
