Decision on small paired river w/ tons of missed draws

Flop: 9♦ 4♣ K♦ ($6.5BB, 2 players)
DJWF checks, Hero bets 4.5BB, DJWF calls 4.5BB

I perceive villain's range as: 2P, 44, dd, QJT, KQJ, KQT, A(K/9)Bxcc.

Turn: A♣ ($15.5BB, 2)
DJWF checks, Hero bets 13BB, DJWF calls 13BB

Here we can discount AK and 44.

River: 4♥ ($41.5BB, 2)
DJWF bets 40BB, Hero?

So here we loose to flopped 2P (exept K9 wich is he will not turn into a bluff) and win against missed FD and wraps (I don't think he'll bluff w/ K+gut).
94 will bet less on average.

So can we call?

I am not a PLO expert but I think that people rarely bluff rivers especially with this line he took and especially in micros. Folding should be easy. Will see what coaches think though,

I think folding is more than ok here. He can still have 44 here or at least some 4x hand IMO. I just don't think that there is any value on raising you on flop or turn with bottom set.
