preflop is fine,

contibet is ok, even if its not the perfect board for it.
easy fold turn
you have no showdownvalue and you need about 11:1 for your gutshot, cant call for 3,5:1

Fold on turn.

You have only 3 clear outs - 3's (except 3d). Maybe you have 7's as outs but then it would put 4 cards to straight on table, be very obvious + opponent might hold 9 for higher straight. For 3 clean outs you dont get good enough odds for call and thats why i would fold right there.

Yeah, I haven't noticed that this T discounts nines as my outs.

If the turn was a queen or a jack though, meaning I still most likely have nines as clean outs, can I call this small bet?

you have a double belly buster, sorry I did not notice it, thought you just had a GS. But its still a fold on the turn.
If the turn was not a T, I would still tend to fold it,
maybe if hes got a very high river agression on a large samplesize you can call.
