In your hand history $648 (sorry, my text falsely said $448 before) is the amount that is in the pot after BB bets all-in. That is exactly the amount that you can win, when you call. So, we have to take the probability that you win and multiply it with $648. Then again, if you lose, you will lose your extra investment which is $448 since this is villain's betsize. Now, 109.6$ is just the result of my formula that takes risk premiums into account. In our scenario it means that you need an EV of >110, so that the call is +EV (given a risk premium).
And the EV can be quite high, depending on the equity that Hero has. I have played around with the ranges just to test my formula.
I am not entirely sure how you entered numbers into PokerRanger in your EV/FE tab. The "first action" usually has to be an action that is active, e.g., a bet. So, what we do is setting Player2 (villain) as active player, let him bet with his range and we sit there and call. Let me show you a screenshot of the scenario as I have put it:

Stack sizes do not matter since villain is all-in and you have him covered, so I just put 1000 here...
Notice how I have set "pot before first action" (200BB) and his bet size (448BB).
As you can see, our equity against villain is 43.85%, I have created villain's range according to your description. Instead of using chip numbers, you could also use BB, it does not matter. In my case I have used the chip numbers.
Hovering over the EV for the call (which equals the total EV because there is no folding/raising range in this simple setting), you can see how it is calculated. (you can display the EVs for the single streets with Options -> EV/FE Calculations -> Show EV of single reactions).
Now, my calculation above with risk premium shows 109.6. The green number (32.58) would have to be equal to or greater than 109.6 for your call to be +EV, IF you take the risk premium of 10% into account that ICM Explorer suggests.
I have tested this in the following way: I changed villain's range in a way that we have an EV of about zero. This happened at an equity for us of about 41%. Now, I changed villain's range in a way such that we have an equity of 51%. This should equal our calculated 109.6, if the calculation is correct, because this is exactly the risk premium (41% + 10% = 51%). As a matter of fact the result matches 109.6.
Of course, if you also fill the fold reaction with some hands, the story changes a little bit.
