Preflop: Hero is BB with A 9
CO folds, BTN raises to 900, 2 folds

Results:

BTN mucked and won 750 (450 net)

Since his stats are quite passive I think his range is strong and I fold. Should I re-shove?

It sounds fine to me to fold against a steal of a fish. Also you need to have a decent amount of fold equity to make a shove profitable at the bubble with 2 shorter stacks still in and I don’t think you have that here.

Villain is still raising 3x at this stage, I wonder if he always raises the same size of bet? It would probably be a useful exercise to try to guess villain's range and use software to see what sort of equity your hand has against that range.

Villain had 16% BTN Open Raise. My hand had 43% equity against this range plus any fold equity if there is any.

His PFR is extreme low and looks like with a button raise % of 15 that he doesn’t steal to often and his raise sizing is big as well. So I don’t think you have any fold equity here. Even that in mind it’s even possible that you have less equity that you think, because you have only a small sample of his button raise stats.
