Is it a better play to just allin preflop and play only against the weaker player and avoid some mid-range hands to pay it too because of the good pot odds

That 15BB is still quite big and I don't think you get many callers because they would get good odds. Calling should be ok. If you shove to isolate the fish you will get calls only from QQ+.

I would cbet flop here.

15BB is a small stack. By just calling we may expose ourself on pressure.
I prefer raising preflop so noone wise guy can join light.

You had an excellent opportunity to get him out of the pot on the river, he certainly continues w/ completed straight, most likely folds with every set (to reasonable sizing), i wouldn't be afraid too much of flush either.

Betting river is ok if villain is capable of folding sets.

3x is good. Should have enough fold equity.

With every Kx beating us and with the flush possible, I do not like the river bet at all.

I bet that is exactly what villain is thinking with his JT or something :)
I think villain should almost always bet this river with Kx or a flush. Or maybe even sets could bet small and fold to a raise.
Depends on villain of course.

I do not think this villain will fold a set.
Villains capable of folding sets on river would have raised them earlier...
