in this hand what option is better? call, 3bet/fold, 3bet/call or push?

Personally with a 14BB stack I am never 3betting here, its either shove or fold and in this situation I would shove.

It is a bit weird that he hasnt shoved himself, but maybe he doesnt know how to play against short stacks

I would shove. Hands like ace rag and low pocket pairs aren't so easy to play post but can be shoved unexploitably in these situations. If you are considering 3bet NAI, you should decide whether to call shove or not before the 3 bet.

Pre-flop is indeed a shove or fold spot. I would shove here as well if you don’t have reads on him based on bet sizing or so, because 3x is a big raise in this phase of the SNG.
