Of course you should raise, he just happened to have a better flush this time, it's a cooler. Just calling OTR is burning money in the long run. Personally I 3b flop and shove turn if he just calls, can't have just sets and top 2 in my range when doing that.

Given his decisions i'd also raise

If you like variance ship it in on the flop, call is also good. On the turn i would fold. Most of the time he has 22 or 99 or better flush draw like AJ KJ of diamonds. River as played its easy all in. Why else we called turn but to catch a flush?
