Poker Stars, $0.01/$0.02 No Limit Hold'em Cash, 6 Players

SB: $6.62 (331 bb)
BB: $2.50 (125 bb)
UTG: $4.90 (245 bb)
MP: $1.40 (70 bb)
CO: $0.71 (35.5 bb)
Hero (BTN): $3.84 (192 bb)

Preflop: Hero is BTN with Q♦: K♠:
2 folds, CO raises to $0.06, Hero calls $0.06, 2 folds

Flop: ($0.15) 8♥: 6♠: K♦: (2 players)
CO checks, Hero bets $0.09, CO calls $0.09

Turn: ($0.33) 4♠: (2 players)
CO bets $0.16, Hero calls $0.16
Wasn't sure what to read into him opening like this as the 4 didn't really change anything. Thought maybe that he thought I was just taking a stab with my flop bet.

River: ($0.65) 9♦: (2 players)
CO bets $0.40 and is all-in, Hero calls $0.40
Again wasn't sure what to read into him betting and just thought I would need to call it down as had top pair good kicker.

Results:

Spoiler

$1.45 pot ($0.05 rake)
Final Board: 8♥: 6♠: K♦: 4♠: 9♦:
CO showed A♣: K♣: and won $1.40 ($0.69 net)
Hero showed Q♦: K♠: and lost (-$0.71 net)

Weird line from villain. If he would be aggro fish he probably bets the flop or check raises. If he is not aggro fish this line looks value heavy. Folding might have been better but I wouldn't call you a calling station based on this.

Yeah it's funny, usually they do this on the river.
I'd also fold river against a passive opponent but against unknown I think the call is fine. His line is strong but it's possible that he feels strong with KJ or TT.

As the hand goes you have 2 streets and having in mind that villain is a shortstack- it is ok.

Given villain's stack size, just jam the turn.
