Because this kind of opponent will never fold to our semibluff.

If he never folds, why would we want to (semi)-bluff.

Also, do you think this particular turn card is a good card to bluff on.
Think of how many 9x you can have and how much he can have.

There really is no point in betting a flush draw on the turn if you know your opponent is not going to fold. I think checking back is by far the better option. If you hit the river, you can still extract value there.

Then it has no use at all to semi bluff indeed. When villain is not able to lay his hand down, we cannot bet anymore as a bluff, only for value.
