Correct me if I'm wrong but:

I don't think raising the flop AS A SEMI-BLUFF is a good play here. the only way you can improve is in fact drawing a set. hitting a flush is not a desirable thing here IMHO since you're only holding a 9 and might be easily dominated. Also if the villain is not holding a better spade here i don't see him very willing to put money in the pot with four spades on the table which makes your implied odds pretty weak.

ALTHOUGH I would still raise the flop to protect the hand against draws and gather some information too.On the flop you might still be ahead here. I'd easily fold on 3-bet though or if the villain just calls and then bets the turn i guess it's a fold as well.

i don´t like the raise as well but you still have to call. often your 9 high flush is good and you might be even ahead against hands like KQ, KJ, QJ etc. with a high :spade:
