If I understand correctly, the blinds are 3500/7000 and ante 700?
If that is incorrect, the following won't make sense.
I used the online nash calculator to get a feel for what the ballpark range would be.
I didn't have the payout structure, so I made one up.

According to that 99+ is a shove from UTG.
So much depends on your table image, and the playing tendencies of the other players though.
When down to 10 BB shoving from UTG gives you (hopefully) a chance to get some chips before you face the blinds again. If you fold, by the time you see the button you're down to 8.
So since there's no bubble considerations, I'm all for just shoving. If you do, you may isolate an Ax hand. You definitely don't want a family pot, and almost any other move brings a chorus of callers.
