UTG can totally have sets (at least TT) and straights. He just respected CO's initiative OTF.
Thus, checking OTT could be totally fine. As played (once you bet and UTG raises small called by CO) I think it's close between folding and calling for the odds and hoping to hit a full or even a square OTR lol.

Shoving OTT is suicidal, you get call mostly by better here. And I'm already nice when I say mostly.
