i like your hand selection and your reasoning, but you have picked the wrong opponent to bluff.

Against a passive villain I wouldn't bluff except the flop Cbet maybe, but after that I would just give. It cost to much money to try to bluff against him.

I think I dislike both preflop and postflop. Pre I'm not sure if this will be a profitable open even if we have reads on villains. Postflop if you think villain is loose and passive (could have stationish tendencies) then cbetting with air and not even very big could be problematic. You don't have big chances to improve your hand so do you now think villain will fold too much vs cbets or what is the reason we are cbetting with air? OTT depending on villain it might be difficult to get him out of a Jx hand, especially when the sizing is about half pot.

I would prefer suited connectors more than off suite connectors. Now you have only straight possibilities.

I dont mind preflop and I think the flop c-bet on this board should be profitable as well (although I'd make it slightly bigger to make sure, thats he isnt peeling to light, given that we have a really bad hand, both in hand strength and in development possibilities). But I would just giveup the turn against this kind of opponent, I dont see much fold equity here. And the river seems really a horrible card to bluff against him, when he is a station, we do not get him off anything here besides busted straight draws, and he might even donkbet them himself.

I think OTF if you have decided that you are going to barrel on cards that give you a gutter+ then you should be cbing much bigger to get random crap to fold, when the 8h comes OTT you could just decide to check back and see a free card because now you have to ask yourself whats a nit calling you on the flop with that he's going to fold on the turn?? also if you do end up hitting on the river you will still get 2 streets of value and when you don't you can just give up.......

Against a villain that "calls calls calls" you have to play for value, that is, hitting your TPTK or TPDK and bet all streets.
