Assuming you're right, tomorrow will be 30th -- as long as we assume that your brother was telling the truth.

But what if he was bluffing?

I suggest we give him a bluffing frequency, turning that question into some kind of sleeping beauty paradox.

Or we could balance our ranges, and sometimes add 1, 2 or even 3 to his date suggestion.
Subtracting is a non-starter, as that would involve time travel.
