Pre-flop seems like a marginal defend on his 3bet. You are only calling for set value and based on the 20call rule for set value it's a easy fold. I would consider to check/raise the flop. especially on his small Cbet you want to get some value. River is meh and especially on his big bet I would just call. Shoving would be to much with in mind he will only call with better.

PF is a clear fold if you are calling just for set/fold. If you have other ideas than it might be OK. It's really hard to get value when you hit and you'll lose even when you hit, more than you expect. I think that even the call20 rule is bad in this situation. OTF x/r if you want to get value. OTR he is polarized he has high cards or he has the str8. Call.

As the others have already mentioned, the call preflop was a violation of the call-20 rule. On the flop, I'd consider check raising to make the pot larger fast and hope that villain has an over pair. On the river, I'd raise with the assumption that he'd call with any over pair and re-raise with 55.

I also agree with folding preflop. Deeper (200bb+) you could consider calling against players that are more aggressive. Generally speaking, won't be a great idea to call 3bets at NL5 OOP with weak PP.

My opinion on this hand is very different from everybody that has posted so far regarding postflop.
Flop check/call is ok. I think I would check/raise hands like 88-JJ here. Remember you are theoretically capped.
Turn would also be a check/call mostly because you don't have enough bluffs. You don't have any str8 draws in your range. Backdoor flushdraws are now dead. Check/raising here is exploitable against good players. He should definitely bet all overpairs and 99 here.

You could consider overbetting this river after he checks back OTT, even with hands like backdoor flushdraws that called the flop cbet (AJs, KQs, KJs, JJ-88). You can balance yourself very well here.
He capped himself on that turn. It doesn't make any sense to pot control on this board.
Although he doesn't have any worse hand calling (theoretically), you can check/shove the river as played. He doesn't have any set bigger than yours in his range, A5s is the only straight you lose to. If he did indeed checked an overpair OTT you might still get called after he bets pot.

It could be that he's thinking of raising 2bb in total pre-flop. It's not a bad idea with players in the blinds with a PFR of more than 33% on a sample of only 9 hands. Only is the sample to small for this.
