I think this is a standard situation.
My question is: What is your standard gameplan?
Folding flop seems to week for me. Raising flop seems, to strong for me. Also i want him to continue bluffing. So calling is fine?
then maybe c/c turn and river?
I supposed villain's flat 3bet range might be 77+, AK and AQs. When villain raised on the flop I presume he hits a monster hand and I would play in check-fold, unless, you have a reading that he overplays weak hands.
If you think he could min raise as bluff on flop. Than I would call the turn and a shove on river. Than you keep his range wider.

@PoKerBu3: Given your range the only monster he has is one combo of 88. Folding would be to weak then.
I would call down. By raising turn you isolate yourself vs the strong hands in his range (you still beat some of them like jx that bluffed the flop) like 8x/33.
Now if villain had for example AQ you would have made him fold his bluff

Yes but would include JJ.
Is so easy to read fish players so if you don't have any information about him would be probably that he has some edge to play NL2. I just see bluffs in fish players that overplays 2nd pairs and weak draws, out of this I have to consider his bets in the flop and turn as a demonstration of a value hand.
A QQ would play this way but even do you don't know if you are away ahed/behind
