Both options are fine, he has plenty of hands to both call with or bet himself. Probably calling has a bit higher EV but it is so close that it probably doesn't really matter.
It's also villain depended, but against most villains I prefer to slow play a little bit. If villain is tight and you expect you are up against top pair r better a raise is fine for sure.

On rainbow board, sure. I like the bet here.
OOP strategy in 3bp as preflop caller specially vs smaller range bets has a lot of check-raises If you see solver simulations. I would xr this combo 100% of time against anyone, you dont block his value range nor his semibluff range why slowplay? If you have QQ probably slowplay is more reasonable.
If you were IP as caller in 3bp, in theory your raise frequency should be very low on most flops and calldown has higher EV than raise probably.
But honestly on micros i simply raise big flop with my nuts both IP and OOP and Jam the turn If is safe.
