Yes, I think so. Normally 6BB is correct raise size with 2 limpers but here you have a smaller stack and are out of position.

If you get called you will have to go all in on the flop as you have to act first and a 2/3 pot continuation bet will be more than half your remaining stack.

Since that's the case, you may as well go all in preflop to gain some additonal fold equity against more marginal hands like QJ etc which now have you beat.

Being HU in that pot a Cbet is a must (2/3 of the pot > 1/2 of your stack). A push creates more fold equity. IMO thats the corect play.

with 16.5BB stack it's better to push preflop with 2 limpers.

The reason is same as why we push preflop with 20BB with 3+ limpers. You have to play the hand out of position potflop and if anyone calls your preflop bet you have to push any flop, so you basically let them see flop for free as you're investing your whole stack anyway and therefore it's better to push pre.
