Turn: ($0.64) Q (2 players)
SB checks, Hero bets $0.41, SB raises to $0.74 (all-in), Hero calls $0.33

Well if he has exactly J9 you're in tough shape, buy you still have outs.
No way I'm folding that turn no matter what.

Some thoughts:
:diamond:  when SB completes, and I'm BB I raise to 4BB, rather than 3. It gives him slightly worse pot odds.
:diamond:  OTF did you consider putting him all-in right there?

It's a really weird hand. Especially on the flop with the min 3bet of villain. I don't think you can play it differently except for the turn sizing. Villain has only 74c left and I would bet around 24c and call a shove. J9 seems unlikely and villain can easy have 2 pair or a set in his/her range.

Im just going all in on the flop against this fish. He will have draws and all type of top pairs and you do not want to see a diamond, a king or an ace on the turn as you would have to fold then. Just shove while you are ahead vs his entire range

I like the all in on flop or turn, he could have either FD, could have AQ and that a case Q or he has a set. Or a OESD on the flop. I am not folding turn as well, if he hit the str8 or a set so be it.

Seems pretty standard to me. I would however Jam the flop after he re-raised, to price all his draws. Other than that you played well.
