Bu flats twice preflop hence it's unlikely he has A or atleast no stronger A as those should 3-bet themselves.
I block both heart draw and upper straight draw. If we do not block these draws I would be turn.

If I check he can bluff or bet a pocket pair like 99,TT. If I bet turn he mostly folds, unless he has a K.. but he would check back river or fold to my bet there.
If he checks back turn I bet river to get a K to call.

We of course risk him getting some weird two pair or so by the river but that's an ok risk. If he has 77 or 88 we are also doing more pot control but again it's bit sick if he calls that pre.

I am experimenting a bit to do small bets instead in these situations (like 25% of pot) with the expectation to call raises in the event I think villains is aggro and wants to exploit perceived weakness. The downside is that we can value own ourselves running into sets etc. As we can't take a bet fold line and have to call river as well.

Both lines are likely fine I think with the smaller bet one not used a lot in the population from my experience.

Nope. Dont do this. Stick to normal bet sizings. For a couple of reasons. This is quite obvious and if V has a degree of self awareness it wont work. That way you give cheap cards. If V doesnt believes you he will raise/call no matter what you bet
