i think in that case, its ok to just call the flop. The shorty can push a lot of crap there and SB will call more easy against him than against you if you reraise.
Usually i would just reraise that Flop, but here its ok !

On Turn easy ship. Cant fold your set there.

I think i'd still raise the flop.
If UTG is a good shortie he won't push a bad hand and will call your raise with most of his made hands anyway because vs your perceived range he has enough equity.

If he is bad he might just flatcall his good and his bad hands because he's passive - that will bring you in a tough spot at the turn oftentimes, because you don't want to see any :club:, any J, 7 and even the 8s are somewhat of a scarecard.

If SB is that aggro he is donking there a lot with draws AND made hands and he will call your raise most of the time, so you should go ahead and get some value with your set.
Furthermore if he has an overpair or even 2pair and is willing to get it in you don't want scarecards to appear at the turn
