The preflop call? When to show weakness and when to show aggression?

i def would isolate CO preflop here.
as played raise more on flop, i'd say about 0.35 - this flop is super drawy. then i'd raise smallish on turn to get the money in by the river, without overbetting the pot.

About pf, 9Ts is good enough for isolation raise against the fish. You will have position after the flop and you can take the pot even if you miss the flop.
