I opened account in Pacific Poker and I got starting capital and I started to collects points. If I open another account at different poker room, can I get starting capital there too?

Each member is entitled to just one starting capital. Occasionally, a 2nd is offered as a special promotion but these are rare, random and cannot be relied on or requested.
PokerStrategy do however offer some market leading First Deposit Bonuses for it's members if you wanted to earn PokerStrategy points on more than one platform:
