Villain is TAG, passive on flop aggr just 1.3. I think i need to give it up.

tough spot. On 1 hand - he screams for nuts. On the other he could have AK and TJ that wants to maximise FE.
But finally i think i fold given you agression stats.
AF is not the best stats to use. Tell us his Aggr frequency. Someone with 1,3 AF is not automaticaly passive but he might think more about the game, not cbetting like monkey (cbetting with polarised range), and floating a lot (which is passive on flop but aggro on later streets). But to be honest I am probably ch back the flop becouse you are not beating any hands which might call ( maybe KJs or protect vs TJs but he is TAG - these hands are unlikely and BB is unknown but if he is TAG as well his range is even more tight = no value in betting )
I'd also check behind on the flop.
Imo he has a Q too often to make betting vs gutshots and JT a good play.
Also if you bet it's with the plan of bet/foldng since he's unlikely to bluff, I think he never shoves Kx here because he has a pure bluffcatcher and we almost never fold a better hand.
We don't get more than one or maybe two streets of value, so I think the opportunity to catch a bluff by checking behind outweighs the value we'd get vs KJ right away.
