Question, why are you not continuation betting here?
If the guy is that loose you can really assume that he might call KT, QT, AT here on your continuation bet. On the other hand - if you cbet and dont hit on the turn you can easily check behind, which is the power of playing in position!

I'll leave the rest to judge for veriz & other judges :-)

I think I would cbet about 2/3 of potsize, because there are
fds and gutshots possible on that flop cards.

For me it's the question what calls you on the turn raise.
- a toppair (Ax)
- possible fish line: some lower pairs
- maybe a flush draw, but with pretty bad odds
- a set (55, 99)
- twopair (AJ, A9, J9)

The raise don't seems to be that bad if villain is a real fish, who
can call down some lower pairs.
I think the river bet for value is ok, because except of the
turn raise call of villain you don't get any information that you could
be beat.

Flop: I'd rather CBet the flop since we still can make to fold a lot of hands and his dead-blind posting hand and then Calling our raise is usually very weak.

As played
Turn: Raising is here likely fine, since he may also donk into us with a lot weaker Aces and also that includes any kind of draw which think that it has fold equity because we didn't show much of aggression.
River: And yeah, you can likely Bet for value here, there are still a lot worse hands which such a fish could pay us off.
