i think against a CO stealer c/r flop, bet turn is possible too on this board.
c/r - flop, bet - turn of course. You should deffence your made hand and also get value from. IMHO should be played more agressively.
I think no. I would play according my PT opponent's statistic but I should know where I am.

i nearly always play these situations wa/wb. ok maybe not against a CO stealer on such a draw heavy board

Wa/wb is correct here in my opinion. With a better kicker you can think about the aggressive line. Here I don't see a reason to be aggressive without any stats.
Sorry for the late answer and for my poor english but I'll try to clear this situation.
It's rather difficult to determine proper way. Let's begin.
-against loose/agressive opponent we should play call - flop, raise - turn or b/3b if you are sure that he will raise with middle or low pair. Against this kind of opponents we have rather strong hand and we should get maximum value.
-against tight/agressive/passive we should play in the agressive way on the flop because this players theirs draws agressively so we shouldn't giv'em chip cards and also we should know where we are. So I guess right way will be raise flop and see the action. If he will 3b it can means Ace with stronger kicker ans after this action we should decide (also according our PT statistic) how to play properly because if the opponent is "rock" we can take an easy fold.
-against calling stations and players with total AF lower than 1 we should play also raise flop to come to know if he have really made strong hand because 3b for our raise shows it.
BUT I agree with you that against unknown players we should play like in the Wa/Wb situation because we cant say exactly what is his actions means and we cant choose right decission.
