1/2 Fixed-Limit Hold'em (5 handed)

Preflop: Hero is MP3 with A♠, 9♠
Hero raises, CO 3-bets, BU calls, 2 folds, Hero calls.

Flop: (10,50 SB) Q♥, J♠, 3♠ (3 players)
Hero checks, CO bets, BU raises, Hero 3-bets, CO calls, BU calls.

Turn: (9,75 BB) 5♥ (3 players)
Hero checks, CO bets, BU raises, Hero calls, CO 3-bets, BU caps, Hero calls, CO calls.

River: (21,75 BB) T♥ (3 players)
Hero checks, CO bets, BU calls (All-In), Hero folds, CO gets uncalled bet back.

Should we 3-bet this particular flop or just flat call it? On the one hand I think 3-bet is better because I mix my game, but on the other if I play 3-bet CO may fold (which is not good for me) and furthermore I think that after 3-betting this flop I also need to bet the turn since I don't want to be face up. Which option is the best then?

1) cold call flop, c/c turn
2) 3-bet flop, b/c turn
3) 3bet flop, c/c turn

I usually just call flop trying to draw cheaply, because I think that once I 3bet the pot is so large that I have to barrel turn, because betting and c/c both cost the same but by betting I get at least some fold EQ, and betting river because they could have unimproved draws themselves.

3bet for value is possible and as you represent enough straightdraws beside the flushdraws your draw is kind of well more hidden than he'd be on a 665 Board. 3bet flop is viable but if you stay unimproved on the turn you are supposed to check as you'll have not enough foldequity on the turn and you don't mind getting a freecard. somebody might be scared and BU could check back though its not that likely but coldcall is fine as well as you risk to shut off CO by 3betting the flop but by just coldcalling you will rather keep him staying. both is possible.
