You need to add a bit more information than that.

What was the buy-in?
Was it an MTT or STT?
How deep in the tournament were you?
Villians stats?
Reads (if any)?
When was the bubble?

All these things determine ranges and therefore can decide whether you call or not

I wouldn't recommend to call.

Your assuming his range is that tight?

Our hero might be super tight and therefore the villians steal range would include:

Suited Broadway all the way down to J7s and with that range the hero has 52% Equity.

Anyway, it is coin-flip, so I couldn't say he should have called there.
But, I wouldn't be calling in that given situation either due to stack size of opponents and other factors.

What type of tournament was this so that the stacks were about 3000 on the bubble? I'm used to an average stack of 15,000 when the bubble bursts.

I would usually call there, expecting an aggressive player on the button to have a wide enough range including many broadway hands which are dominated by KQ. You are also getting a significant discount from the blinds.

I have some steal statistics in my HUD which help to put the villain on a range.
