How to get value on this hand? If he had a set or two pairs a heart on turn could kill the action, if he had bluff he could fold, if he had draw could he call this 3bet?

I would try to get it in otf for the reasons u mention. Any heart or paired card could kill the action ott. On the other hand it is not sure he would invest more money in this hand if u just call his raise otf and the turn card is blank.

When oop and when villain shows aggression we should try to get the money in on the flop. Good reasons for that.

Getting it in OTF would be good. There is many action killing cards.

You gotta get it in on the flop here. Another heart or a paired card will 100% kill the action. Hopefully he's got the K♥: and is willing to go all in on a draw.
