I think it is standard OR - calling normal 3-bet in this situation. The only think that make me thinks a little bit is that this is the first hand that this tight player 3-bets, but i have only 22 hands about him. So my question is more about the play on the flop. Do i have a call here vs this small bet ( around 27% from the pot ) and can he make this kind of play with his whole range ?

I would normal fold pre-flop against a tight player, because it’s difficult to play a marginal hand like KJs OOP without initiative. Also I expect he will not 3bet much wider than 88+ and AQ+ here. So I expect you can’t newer play KJs profitable or you are a fantastic post-flop player.

As played you get indeed insane good odds that you only need to win the hand 17,7% (4.600/27.150) of the time if you discount that you most likely need to call a turn or river card as well. Even if he Cbets with his entire range you get only 19,7% equity:
Board: 5♣3♦Q♠
Equity Win Draw
UTG 19.68% 19.68% 0.00% { KdJd }
MP1 80.32% 80.32% 0.00% { 88+, AQs+, AQo+ }

Without any reads you can most likely call this, but even than its only marginal. If you have any bet sizing tells on him it could be spot to check raise and that could be more +ev if he will fold a lot here. Otherwise you need to hope you will improve on turn or river and/or he will shut down with the option to make a bluff bet on river.

Cheers,

I would fold.
First reason: you said he is a tight player and he reraise my raise from 2700 to 7200 from MP. I'm thinking "Small/middle pair - fold"
Second: fold after flop and his bet 4800. don't forget he is tight player. I'm thinking "he must have set, or AQ - fold"
Third: fold after his bet 10.800 on river. I'm thinking "value bet / fold"
Maybe I'm wrong, but I would fold after his reraise.
