Should I rather fold small pairs when UTG opens in similar spots like this?
I have some fold equity but he has 17bb so when he opens here he should be prepared to call, shouldn't he?

Well that's very interesting, and I'd be interested what others think of the situation, because I faced this problem too.
Against a UTG range, small pocket pairs should be very weak 9 handed, so I'd fold these in general. Soon the blinds go past by me, and I have some more time to decide if I wanna join in preflop or fold.
But here come my problems:
- It is a micro stakes tournament. Can we be sure that the opponent knows what kind of hands should he be playing from UTG?
- He has less than 20bb.

So please guys share your opinion on this one, I'd like to know.

It depends a lot I think how aggressive the UTG+1 player is.
If he’s tight I would fold and if he’s opening a lot of hands I wouldn’t mind the shove.

I would not shove because buy-in, i would think this is at maximum small +EV here.
I think you can find lot better spots in theses 50 cent games for sure and you don't need risk your whole stack here with full table after, i would edgepass this even if it small+EV and it might even not be as there might be some 0.50$ games typical loose spewy players after what might decrease your fold equity.
