It's easier to play polarized with 3bets, imo.
From CO I'd flat AQ, JJ, TT.
AKo flat, AKs 3bet or flat.
AJs flat to keep his weaker Ax in.
I'd also call with mid SC's.

If he plays fit or fold postflop, you can add Axs as semibluff hands and cbet flops and turns.

If he postflop gets aggressive, then switch to TT+ (or JJ+), AK 3bet only.

His flatting range "should" contain many pocket pairs who most of the time can only withstand a flop cbet, but are thought to play OTT vs 2nd barrell (scare cards OTT help a lot).

Be careful barrelling OTR on low boards, since villain wont fold his QQ-99 often. I think, weaker pairs usually fold out OTT.

PS. GTO 3betting strategy might be a good start to keep you safe and not spew too much.

On second question:
14% out of 57% = 8%, which usually means TPTK+.

That makes me think that his calls are mostly draws and weaker pairs or pair + draw type hands (if he plays honest). So, if you raise his cbet and get him to 3bet back with nuts only, it's not a bad result. Easy to play, because he still calls with draws and weak pairs and you get a lots of value. However, that makes your flop calling range weak and he might barrell you at will.

I generally don't like to bloat the pot w/ one pair hands and want to keep villains range as wide as possible. But with 2pair + for sure.

Also general stats don't read well in between specific positions. F.e., people tend to call flop raises more IP and less OOP.

On the side note. You might want to look for signs if villain is honest with his flop 3bets. F.e., he might 3bet air on J73r, but bet/call his sets and keep your air in.

Also on 1st Q:
General stats doesn't mean that he calls so many 3bets from UTG. He might have called a lot from BTN vs blinds and it shows overall Fvs3Bet.

Q1, these arent general stat.
I just think that this is a lost of value if we flat hands like AK, AQs, TT+ since they opens so wide and calls 3bets so lightly.

generally speaking, if someone opens wide and doesn't fold to 3bets, you want to be depolarized so AQ is a clear value 3b.
i would cut out the "suited connectors" out of 3b range and include AQo KQs instead, being in position you can control how much money goes in with TP to a decent extent.
