with c/c plan would be to lead out most turns or maybe check/shove turn.
c/r if he calls, then turn go broke.

what is best line?

Hey,
with c/r we kind of turn our hand into a bluff. I cant see him often calling with worser hands if we ch/r (like u said dry board). Best idea is to bet out for value. About ch/c the thing is that he is passive, so we give just free cards too often. Most likely i continue all turn with bet or sometimes ch/c. Depending on a player. River is really card and time read dependant as well ;).
