I think you can shove preflop if you feel he is tight. Since it is hard to fold preflop after a minbet at 9.5bb deep.

But I think flat preflop and shove on flop is very standard against loose players since they mr/fold preflop a lot with hands like J2o, 105o etc. and they cbet most of the time, by shoving flop you get more money from their cbets.
