To be honest, at the time I played this, I just figured villain was blowing smoke.

I have only 38 hands on him.

Afterwards, based on the board, and his bets, I gave him the range:
77+,ATs+,KQs,QTs+,JTs,ATo+,KQo,QTo+,JTo

I have 68% equity against this range on the turn.
I need to put $4.95 in to get a $15.00 (approx) pot.

So -- good call or spewtard that got lucky?

IPoker, $0.05/$0.10 No Limit Hold'em Cash, 5 Players

MP: $9.85 (98.5 bb)
CO: $10.46 (104.6 bb)
BTN: $10 (100 bb)
Hero (SB): $10 (100 bb)
BB: $12.52 (125.2 bb)

Preflop: Hero is SB with 9:d 9:c
MP folds, CO raises to $0.30, BTN folds, Hero raises to $0.75, BB folds, CO calls $0.45

Flop: ($1.60) 6:c 2:d 4:c (2 players)
Hero bets $0.90, CO calls $0.90

Turn: ($3.40) 8:d (2 players)
Hero bets $3.40, CO raises to $8.81 and is all-in, Hero calls $4.95 and is all-in

River: ($20.10) 7:s (2 players, 2 are all-in)

Results:

Spoiler

$20.10 pot ($1.34 rake)
Final Board: 6:c 2:d 4:c 8:d 7:s
CO showed A:c T:c and lost (-$10 net)
Hero mucked 9:d 9:c and won $18.76 ($8.76 net)

as played on the turn i think he could raise some worse hands, flush draws, straight draws, overcards and we can call.

would he have bet if we checked? if he does i prefer check/jamming to get the money in rather than bet/calling.
