Against a raise, call only if the pot is at least 10 time the amount to be called
Is this 10x the big blind

Welcome to PokerStrategy.com!
Lets do an example:
The pot is $9. Your opponent bets now $1. So the pot is now $10. You need to call $1 in order to win the pot. So now the pot is 10 time the amount to be called and you will call in this example.
