In addition, the agreements do not prohibit, and, in fact, expressly
allow for, PokerStars and Full Tilt Poker to provide for, and
facilitate, players outside of the United States to engage in
playing online poker for real money.

So, from this I gather - no US players in either client but still working

As part of the agreement they are expressly forbidden from allowing US customers to deposit or play for real money.

However it means that things are 100% normal and 100% safe for everyone else who is still allowed to play there.
