What would be the best play here? Shove, fold or call and try to hit? He seemed loose so i figured he is raising alot here.

You have less than 20bb so a shove doesn't look too bad. Fold seems out of the question based on where he is raising from and your read. I would flat call personally as KQ plays well post flop. Best case scenario by shoving is a flip, he won't be calling with much worse than KQ.

Should be a standard shove vs most opponents.

Being OOP with this stack, you can make profitable resteals with many hands and you avoid playing postflop OOP. So you should call very rarely, only if you get very good odds (vs minraise) and don't want to shove.

KQ is one of the hands which plays the best OOP, so if the CO is very tight or calls too loose vs Shoves, call is an option.
